Just twist the little blue thing on the end, it should be screwed on. l can not remember if it is clockwise, or counterclockwise. The white part does not come off.

Its not hard to do. Go to your local sporting goods store and they will have everything you need in a little kit. You remove the old tip, apply a little glue, put the new tip on, and clam it down. Its very easy.

You should go to the local billiard store if you have one and let them do it. If that is not an option. You can buy kits for replacing the tip

If its a decent cue the tip will not screw off. Also if that is the case, you are going to want to take it to a person who does cue and shaft work. Usually pool halls or they will have an idea of where you can go. Doing it yourself is not the way to go if you do not know what you are doing. Good luck!

Low end cues may have slip-on or screw-on tips. Those are pretty straight forward to replace and l would not bother having a pro do it. I'd suggest having a pro replace a glued-on tip unless you have a couple extra shafts laying around you can practice with. Succinctly: cut, sand, glue, clamp, shape, scuff. Check out the video here:

Sounds like you should go by the pro shop and let them do it

If it does have a slip on or a screw on tip the best fix would be open your hand a put a good stick in it .Not at all for a serious player

If it is a screw on tip just unscrew it. l suggest not to put back on a screw on tip.you will have to change your Farrel to to put on a glued tip. take it to a pool hall for that it has to be put on even then it has to be shaped.
